JAKARTA: Public Works Ministry will undergo immediately a tender offer for construction projects of 60 towers of leasing low-cost flats, at least by the end of August 2011.Today, the preparation for the auction is still on process and a contractor winner can be announced by this month, as informed by Housing Development Director of Directorate General of Copyrighted Works at Public Works Ministry Amwazi Idrus.Totally, IDR780 billion budget has been spent for the construction of 60 twin blocks or leasing low-cost flat towers (rusunawa) with predicted cost of IDR13 billion for each tower.Initially, Public Works Ministry has planned to establish 70 twin blocks spreading throughout Indonesia.However, only 60 towers have been ready to be constructed, while other 10 towers are still waiting for land procurement and local governments socialization action to local people.Amwazi expects for whole rusunawa constructions to be complete by 2012 or in accordance with Public Works Ministrys plan on rusunawa construction within of 2011-2012.Last year, 40 twin blocks had been constructed that will be continued to be added for each year to 2014 leading to 270 towers with total budget of IDR3.24 trillion or IDR12 billion per tower.On the other hand, Public Housing Ministry has changed the construction pattern of rusunawa by focusing on its function, considering on low occupancy rate.By focusing on the function, the occupancy rate of rusunawa can be guaranteed, as well as the total backlog will be decreased, as affirmed by Public Housing Minister Suharso Monoarfa.Now, the rusunawa construction has been focused on certain groups, as Indonesian National Armed Forces (TNI), urban workers, and university student, he said recently.Obstacles on local budgetIn fact, the demand for rusunawa by people is higher than provided units, but there are still units that havent been occupied yet.The condition is usually related with inability of local governments on allocating their budget to finance rusunawa.Therefore, our institution with Home Affairs Ministry will grant the rusunawa project. totally, we have proposed 27 twin blocks of rusunawa, but about two twin blocks have been only approved considering on long process in Finance Ministry, he said.Considering on low occupancy rate of rusunawa, The House obligates the government to evaluate its construction, including the possibility for declining or suspending the project by 2012.
