JAKARTA: The government prepares to revise Presidential Decree No.13/2010 on infrastructure projects with public private partnership, related to land acquisition regulation in order to boost its toll road projects.The rule that will be changed is particularly about the necessity of land acquisition. The rule is mentioned highway projects can be implemented if all the land acquisition is completed.In the changes, development projects can be built before the land acquisition is completed. It means that land procurement can be carried out concurrently with the land acquisition.The revision is expected to eliminate constraints on the implementation of toll road construction which was mainly caused by the slow implementation of land acquisition.Head of Toll Road Regulatory Body (BPJT) Achmad Gani Gazaly said the change is currently discussed by Investment Coordinating Board, Ministry of Public Works and other relevant agencies. Later, as he said, the rules that will apply to all toll road projects which using public private partnership scheme."We are further discussed the revision, because if you follow the rules about land acquisition, almost all lands for toll roads are not ready," Gani said in Jakarta, yesterday.He hoped the revision of Presidential Decree can be speeded up, following a plan to build Medan- Kualanamu-Tebing Tinggi toll roads and toll road on Sunda Strait Bridge. Those projects are included in the toll road project that is ready to be offered by the investment board this year.According to Gani, the preparation of toll road development is in the process of land acquisition and prequalification project is expected to be started in November 2011, while the bid is scheduled to be held in January 2012 or 2 months after the prequalification.Meanwhile, Deputy Minister of Public Works Herman Dardak said the preparation for the construction of the toll road and Sunda Strait bridge project may spend IDR250 trillion. Now, those projects are entering inventory phase and identification of sites which will be included in the development area around Sunda Strait Bridge.In addition, ashe said, the ministry is preparing the implementation process of pre-feasibility study and feasibility study of the project.
