JAKARTA: Government is targeting to complete the formulation on balanced occupancy regulation this year as the mandate under Law No. 1/2011 on Housing and Settlement Areas.Public Housing Ministry is currently formulating Government Regulation (PP) and Public Housing Ministerial Decree (Permenpera) on balanced occupancy to be applied to developers, Public Housing Minister Suharso Monoarfa said.Such ministerial decree is only touching the Public Housing Ministry and local governments as the executor and therefore the central government is also preparing a Government Regulation on balanced occupancy, which is also associated with local government.The ministerial decree is targeted to be completed at the end of this year since its related with occupancy type 36, which will receive infrastructures, facilities, and utilities, he told Bisnis, recently.In formulating the ministerial decree, the Ministry involves all relevant stakeholders to make them ready when such regulation is applied.Meanwhile, the formulation of government regulation needs longer time since it involves local government.We are inviting the local government to issue its local regulation first. The ministerial decree provides guidance for local government to make balance since the balanced occupancy in local area is different with central area, Suharso added.According to the Minister, several developers have actually implemented balanced occupancy environmental concept of 1:3:6 but it needs to be reinforced into law.Such concept means that three medium houses and six prosperous houses must be built in a determined area in order to build one luxurious house.However, the concept that was applied for the first time in 1992 ran ineffective and applied for landed house only. Currently, such concept is still considered to be applied to flats.Proper residentialThe housing development with balanced occupancy is very important to provide proper house in a healthy, safe, harmonious, and orderly environment for all groups in society, Deputy of Region Development at Public Housing Ministry Hazaddin T.S said."The legal entity engages in housing and residential construction is required to realize housing with balanced occupancy unless such entity is only constructing public houses," he said.Chairman of Real Estate Indonesia (REI) Setyo Maharso is expecting the ministry to immediately complete the ministerial decree on balanced occupancy to be socialized to all developers and local government.He expects the implementation of such decree will not complicate the developers.
