JAKARTA: The Ministry of Commerce ensured regulation of tin export and trade will be finished and will refer to Mining Law.Other types of tin, besides tin ingot, with levels below 99.85% are prohibited for export.Director General of Foreign Trading of Ministry of Trade Deddy Saleh said the draft of tin export regulation has been discussed and now it is waiting for the approval of Minister of Trade, Mari Elka Pangestu.After the provision was signed, as he added, it will only allow shipments to foreign countries at the level above 99.85%.He said the revised tin regulation from trade minister will be focus upstream industry which listed in Law no. 4 / 2009 on Mineral and Coal.The government expects the tightening of tin types and levels which will encourage the industry in the country, so extra value of the product will also increase."It is finished discussed and only signed by the Minister of Trade. We are a key measure defined by 99.85%," said Deddy in Jakarta, last week.Terms of tin exports and trade previously regulated in the Decree of Minister of Trade No.04/M-DAG/PER/1/2007 on Tin Ingot Export.Ministry of Trade regulates the export of tin ingot both for tin alloy and non alloy which is the result of processing and refining activities and those products are categorized in tariff classification (HS) 8001.10.00.00 and HS 8001.20.00.00.Tin content that can be exported is specified in minimum level of 99.85%. The provision has raised concern since the type of tin with levels under the level is often exported to such destination countries including Singapore and Malaysia.The regulation contains tin types that can be exported which are not limited in tin ingot only, so the benefits will not only occur in the country.However, there was a concern if the export of tin under the level is prohibited. This may turn off the potential of tin production in the country such as tin solder and tin wire that is now relatively difficult to be produced at the level of 99.85%."Indeed there is still debate about this. We still will discuss it since we want zero impact on the production," said Deddy.Not be bannedBeside arranging the tin export and the type of tin that can be exported, the new regulations will set out on the tin trade between the islands in Indonesia including the possibility to trade tin slag (waste of tin smelting) and tailing (material left after the separation of valuable iron ore fraction) inter-island.Originally, according to Deddy, Province of Bangka Belitung requested to the government that tin slag and tailing trade inter-island has to be banned. However, the government can not prohibit trade between the islands for this kind of tin since the Mining Law was no ban on inter-island.Nevertheless, the government set a tin slag and tailing can be traded inter-island with the recommendation of the governor of producing areas.
