JAKARTA: JPower-Itochu-Adaro consortium won the project auction of Central Java Steam Power Plant of 2x1.000 MW capacity worth IDR30 trillion after final evaluation against the bidding document was completed on June 1, 2011.
The consortium, as cited from the press release published yesterday by Finance Ministry, PT PLN, Indonesia and PT Penjaminan Infrastruktur Indonesia, comprised two Japanese companies namely JPower and Itochu, and local company, Adaro.JPower-Itochu-Adaro consortium won over Marubeni Corporation, China Shenhua Energy Company Ltd, and CNTIC-Guandong Yudean consortium. (Bisnis, May 25)PLN President Director Dahlan Iskan said the project will be the first project that managed using public private partnership (PPP) in Indonesia.The project auction also provides a good power sales price at US$0.0579 per kWh.We, PLN Directors, are very delighted to have successfully completed this project, he said in the press release.Meanwhile, Head of Fiscal Policy at Finance Ministry Bambang P.S. Brodjonegoro said that the bidding price that won was still far below the governments Self-Estimated Price (HPS).The PPP concept with assurance from PT Penjaminan Infrastruktur Indonesia (PII) enables the project to be more feasible for investors since there is a certainty of financial security for investors.PIIs President Director Sintya Roesli said the signing of the power plant project assurance will be held at the same time with the signing of power purchase project.PLN, as the company in charge of the project, will determine the signing schedule and its expected to be implemented at the end of August.We can perform the signing earlier if the project documentation can be completed immediately.
