JAKARTA: The Supreme Audit Agency of Republic Indonesia (BPK) granted fair opinion with exception on Financial Report of Central Government for budgeting year 2010.Such exception was caused by a problem on billing and tax revenue recording that did not suit any given regulation, reaching IDR33.97 trillion. Other problem is recording of insufficient state advance fund, leaving the IDR7.36 trillion without any clear detailed breakdown.BPK also found a problem on the control of taxation receivable that cause a difference in the recording process as much as IDR3.54 trillion. BPK also discovered a problem on state asset inventory, amounting to IDR74.71 trillion.This fair opinion is the similar to 2009 budgeting year. In 2009, such assessment was given after considering a discrepancy between budgeting classification and its realization, inventory and fixed asset assessment that had not been accumulated and recorded and several fixed assets that had not been recorded and measured.Several exceptions in 2010s financial reports are revenue claim on value added tax of subsidized fuel that was not supposed to borne by government, said Chairman of Supreme Audit AgencyHadi Purnomo.In the Law of revenue claim on value added tax, government does not bear any tax as it is exempted from tax. The number of revenue claim on value added tax that does not suit the regulation reaches IDR11.28 trillion. If the reality is in the contrary, there must be an amendment on the regulation, he said yesterday.Responding to such audit result, Deputy Head of the Houses Commission XI, Achsanul Qosasi encourages government to sanction any ministries or institutions that do not obey the given regulation.DisclaimerIn the meantime, there are two ministries that obtain disclaimer opinion, including Ministry of Education and Ministry of Health.Such disclaimer was being given since the 2010 financial report of those ministries do not suit government accounting standard, Hadi added.The other factor is the limited full disclosure and disobedience on fund utilization, he said.In the financial reports of Ministries and Institutions, there are 53 government agencies securing fair opinion without exceptions.
