JAKARTA: Four of 12 consortiums had passed auction prequalification process for a project of Drinking Water Supply System in Umbulan, East Java.They are a consortium of PT Medco, Bangun Cipta, and Marubeni, then a consortium of Nippon Koei and PT Perkom Indah, a cosnrtium of Sound Global and Manggala Purnama Sakti Amerta, as well as a consortium of Bumi Capital, Bakrieland Development, and Beijing Water.The decision on the qualified consortiums in the prequalification process had been announced officially by Restructuring Support Agency for Drinking Water Supply System (SPAM) on June 30 2011 by considering on the consortiums offers.Based on the assessment result, the four consortiums have fulfilled more than 70% of total requirements in a term of administrative, technical, and financial values.In details, 82.20 points was given to PT Medco and PT Bangun Cipta, 80.17 points to Marubeni and Nippon, 79.48 points to China Harbor and Manggala Purnama Sakti Amerta, as well as 76.39 points to Bumi Capital and Bakrieland.After announcing the prequalification result, the auction committee will provide a correction period against the result until the deadline on July 14, 2011 and then it will determine the shortlisted consortiums for the IDR2 trillion project autction.Bad precedentResponding to the results, PT Nusantara Infrastruktur Managing Director Bernardus Djonoputro, which had failed in the prequalification process, viewed that the result will be an awful precedent for investors.The project of SPAM Umbulan is a superior public private partnership project that should provide a priority and great opportunities for investors as well as should eliminate a local interest in selecting the qualified consortiums.In the meantime, the project of SPAM Umbulan is one of three government-guaranteed PPP projects. The project is designed to have 4,000 liter per second capacity and is targeted to operate in 2013.Later, the project will be controlled by the local government of East Java after operating for 25 years.
