JAKARTA: The meeting discussing revision on truck operaional hours in Jakarta Inner toll toad in Coordinating Ministry of Economy proceeded relatively tough.There has not been any agreement until midnight during such meeting, being held by Directorate General of Land Transportation along with Indonesian National Road Transport Operators Association and Indonesian Police, representatives from Mabes Polri, Directorate General Road Construction at Ministry of Public Works and PT Pelabuhan Indonesia II.As temporary solution, central government issues a policy that allows truck to use inner toll road with no time or route limit, starting today, said Coordinating Minister of Economy Hatta Rajasa.Serpong Raya, South Tangerang toll road is now opened until we hold the second meeting on Friday at 2 p.m. We are still seeking the best solution, he said after holding coordinating meeting on traffic jam along with South Tangerang local government, DKI Jakarta provincial government, Indonesian National Road Transport Operators Association and Indonesian Police yesterday evening.Thus, starting from today, toll road access in Jakarta is opened for all trucks without any time and route restriction. Such policy is also applicable to Serpong main road, South Tangerang. Initially, there will be a limitation over Serpong main road, from 05.00-22.00.Mayor of South Tangerang, Airin Rahmi Diany explained that local government of Tangerang intends to hold a trial today.Nevertheless, referring to last evenings meeting result, we are going to apply the initial plan. We restrict trucks hours of service from 6a.m.-10a.m. and 4p.m and 10p.m. We are imposing the initial regulation subsequent to the imposition of DKI Jakarta provincial governments regulation, he said.Head of Organda, Eka Sari Lorena is not able to ensure a cancelation over a strike held by Organda today.Possibly most of the fleets in Jakarta will stop operating. Lets just hope the number will not be significant, she said.Head of Public Communication Center at Ministry of Transportation, Bambang S. Ervan said that before such meeting, Director General of Land Transportation had held a meeting with several related stakeholders.The meeting also agreed on several points that truck operation hours passing the inner city toll road remains valid but is revised to two terms specifically 05.00-10.00 Jakarta Time and 16.00-20.00 Jakarta Time from currently 17 hours (05.00-22.00 WIB).Another agreement includes allowing trucks to enter the inner city toll applicable to those of maximum empty weight of 5,500 kg or 5.5 tons. The restrictions only apply in the field of urban toll Tomang-Cawang-Karang Tengah.The meeting also agreed on speed limit that is set at 60 km per hour - 80 km per hour.The last agreement is on maximum axle load of vehicles limited to 10 tons.Organda must comply with the regulation thereof, overloaded trucks that will get sanctioned.After the meeting, Directorate General of Land Transportation of Ministry of Transportation Suroyo Alimoeso justified that his party has held a meeting to discuss various alternative solutions before proposing them to Coordinating Minister for Economic Affairs. He refused to detail the matterHe sees that the policy of limiting truck operation hours in the city is weak particularly in legality aspect since it is not appropriate with Law No.22 year 2009 on Traffic and Transportation.Commenting on the second strike after the first strike that conducted by truck operators on May 19, Suroyo said that any emotional strike or protest will not solve the probelm.Meanwhile, Minister of Transportation Freddy Numberi in Presidential Palace said that there has been a deal from the meeting between Organda, representative of Indonesia Police Headquarter, Directorate General of Highways Ministry of Public Works, PT Pelindo II and Directorate General of Land Transportation.At that time minister of Transportation ensured that truck operators will not have a strike as long as the deal of the meeting will serve a clear foundation of truck service limitation policy, which turned out to be dead-end in the evening.Apart from the wrath of Governor of DKI Jakarta against the truck which accused as the cause of traffic jam in Jakarta, the businessmen in the capital city realize that without the support of trucking services, their business activities will be disrupted.To that end, the businessmen in Jakarta are also already preparing contingency plan if the strike of trucking will actually done today.Chairman of the Indonesian Employers Association of DKI Jakarta Soeprayitno said some emergency plans prepared by the members of Apindo Jaya will prepare small trucks with raising operational costs between 10% and15% in order to anticipate the absence of trucks.Another contingency plan is to increase the volume of shipment by truck and heavy transport to 2-3 times on the right time when they are allowed to pass the inner city toll road.
