Pertamina rejects 60% share domination

JAKARTA: PT Pertamina (Persero) has sent a request letter to Ministry of Energy and Mineral Resources for controlling 100% stake and being the sole operator in West Madura Offshore Block. Despite, there is a recommendation to increase the company's interest to only 60%.According to Mochamad Harun Pertamina VP Corporate Communication, the letter signed by Pertamina President Director Karen Agustiawan on April 26, 2011, was sent to the Oil and Gas Director General Evita Herawati Legowo as response for the meeting result on April 13, 2011.The meeting recommends the increase of Pertamina shares from 50% to 60% and the shares of Kodeco, CNOOC, PT Sinergindo Citra Harapan and Pure Link Investment from previously 12.5% to 10%. The meeting involving five stake owners in WMO along with Oil and Gas Supervisory Agency (BPMigas) and Energy and Mineral Resources Ministry.There is still no final agreement in the meeting on April 13. It recommends the participating interest post-2011 for Pertamina at 60% and for Kodeco, CNOOC, PT Sinergindo Citra Harapan and Pure Link Investment at 10% respectively starting from May 7, 2011 (after that contract extension), he said when contacted by Bisnis, yesterday.Pertamina was asked to approve the shares increase recommended in the meeting but the company still wants to own 100% stake and appointed as WMO operator by sending the request letter on April 26.On April 18, Pertamina even conducted a presentation about its readiness to manage WMO and its capability to increase the oil production in that block in front of Oil and Gas Director General Evita Herawati Legowo.Harun is regretted to know that BP Migas and the government only considered the recommendation given by Kodeco as WMO current operator and didnt considered Pertaminas recommendation.He presumes the letter dated April 13 is intentionally circulated by those who dont want Pertamina as the operator in WMO and own 100% stake.Appointed as operatorIts not a problem if Pertamina cant own 100% stake as long as the company is appointed as the operator. Thus, the size of the existing oil and gas reserves in West Madura can be acknowledged and become Pertaminas right, Pri Agung Rakhmanto, ReforMiner Institute Executive Director said.He added that the main concern is the existence of two companies with indistinct track record, which later will potentially disrupt the block operational.Appointed as the operator but minus two of the current companies [Sinergindo and Pure Link], which have indistinct track records.The oil and gas contract extension is suppose to be transparent and conducted as early as possible, even before the contract expire, IPA Vice President Sammy Hamzah said.The Law No. 22 permits the extension ten years before the contract expire, he said in press conference when attending IPA 35th Oil and Gas Industry Exhibition and Convention.A clarity as early as possible is very positive for the investor since the continuing uncertainty until the end of contract will inflict a financial loss to the investor and the state, Sammy added.
