JAKARTA: Six national companies are interested to construct infrastructure in Merauke's food estate if the government provides construction land and tax holiday.The interested investors for the infrastructure construction to develop food estate in Merauke are Wilmar Group, Medco Group, Sinar Mas Group, corporations belonging to Antony Salim as well as Ibrahim Risjad. The local investors are put in the list of 15 investors whose interest in constructing sugar industry in Merauke.Minister of Industry M.S. Hidayat revealed that the investors are eager to construct road, ports, and power plants that will accelerate the food estates development in Papua which was launched by the government.We have to seek private investors because of lack of state budget revenue and expenditure. Without support from private investors, I am not sure for the area to be successfully developed in the next five years. And now, there are 5 or 6 investors that express their interest in the area development, he said in the end of this week.According to the minister, the investors ask for compensation in a form of land for sugar cane plantation before realizing the infrastructure construction. In addition, the compensation includes long-term incentive such as tax holiday.As Hidayat stated, the incentive can be sourced from fiscal incentive that has just been stated by Ministry of Finance in Government Regulation No.94/2010.Based on the regulation, the tax holiday compensation is only provided for pioneer industries that can create high job opportunities, transfer new technologies to small and remote area, and also produce additional value for other industries as well as Indonesian economy.Furthermore, he also confirmed that the land acquisition which stands as obstacle for revitalization and self-sufficiency sugar program, could be resolved immediately and about 300,000 hectares are available before August 2011.If the land has been available before August or at least in June, we can be sugar self-sufficiency. All investors have been ready, both private and state-owned companies. However we wait for a new plantation land of 300,000 hectare, he affirmed.Sugar self-sufficiencyPresident, as Hidayat continued, has urged related ministries to allocate land to support the sugar self-sufficiency. Therefore, Ministry of Industry teamed up with Ministry of Agriculture and Ministry of Forestry Affairs.Most neglected lands are in Sumatra, Kalimantan, and Sulawesi, thus we are just waiting for Ministry of Forestry Affairs to give land to Ministry of Agriculture. The target is to be self-sufficiency in sugar by 2014, he stated.To achieve the target, capacity of national sugar production is expected to rise from 2.7 million tons in 2009 to 5.7 million tons. Of 5.7 million tons, it comprises 2.95 million tons of consumptive sugar (white-crystal sugar /GKP) and 2.74 million tons of industrial sugar (refined-crystal sugar/GKR).Meanwhile, governrment also projects for household sugar consumption to climb 1.83% per year and consumption of of industrial sugar to rise by 5% a year.
